Look up two things for every address: the FEMA flood zone, which drives flood insurance and lender rules, and the hurricane evacuation zone, which tells you when officials may ask you to leave during a storm. They’re not the same. Each county in Tampa Bay has a free lookup tool, and it takes about five minutes per home.
“Does it flood?” is one of the top things people search about towns around here, from Apollo Beach, Riverview and Brandon to Lutz, Wesley Chapel, Odessa, Land O’ Lakes and Clearwater. The real answer is that it depends on the exact parcel, not the town name. So here’s how I check a home in Hillsborough, Pasco or Pinellas before you write an offer. What’s the Difference Between a Flood Zone and an Evacuation Zone?
They measure different risks for different reasons (Hillsborough County).
Flood zone. FEMA maps every property into a flood zone. It shows the chance of flooding any time of year, including from heavy rain, and it’s what lenders and insurers look at.
Evacuation zone. Counties use National Hurricane Center storm surge data to set evacuation zones. In Hillsborough they run from A to E, and some areas aren’t in a zone at all. They tell you when you may be ordered to leave before a hurricane.
A home can be outside every evacuation zone and still sit in a high-risk flood zone because of a nearby pond or creek. The reverse happens too. That’s why Pinellas County tells residents plainly that your evacuation zone is not your FEMA flood zone and to check both (Pinellas County).
What Do the Flood Zone Letters Mean?
Here’s the short version from FEMA’s flood insurance program (FloodSmart):
Zones starting with A or V (like AE or VE) are high-risk areas. If you have a government-backed mortgage, flood insurance is required. FEMA says homes in these areas have a 1 in 4 chance of flooding at least once over a 30-year mortgage.
Zones B, C and X are moderate to lower risk. Your lender may not require flood insurance, but from 2014 to 2024, 29% of flood insurance claims came from outside high-risk areas.
One more thing that surprises buyers: federal flood insurance pricing is now based on the individual home, including its elevation, distance to water and how it’s built, not just the zone letter (FEMA). Two homes in the same zone can get very different quotes.
How Do You Look Up a Flood Zone and Evacuation Zone in Each County?
First, confirm which county the home is really in. A Tampa mailing address doesn’t always mean Hillsborough. Is Wesley Chapel in Tampa? How to Check Which County and City You’re Really Buying In
Hillsborough County
Flood zone: the county’s Flood Zone Lookup map. If the home is inside a city like Tampa, Temple Terrace or Plant City, the county says to confirm the zone with that city.
Evacuation zone: the Hurricane Evacuation Assessment Tool. Hillsborough changed its evacuation map significantly in 2022 and posts 2025 and 2026 maps side by side, so don’t rely on a zone someone told you a few years ago.
Pasco County
Flood zone: Find My Flood Zone. You can search by address or parcel ID, and it shows the base flood elevation too.
Evacuation zone: the Pasco Evac Finder.
Pinellas County
Both in one place: the Pinellas County Flood Map Service Center has FEMA flood zones, elevation certificates, storm surge and a real estate flood disclosure map.
Evacuation zone: Know Your Zone.
Want the federal source? The FEMA Flood Map Service Center is the official map library. Maps get updated over time, so check the current one, not an old screenshot in a listing. For evacuation zones anywhere in Florida, the state’s Know Your Zone map works too.
What Should You Ask the Seller About Flooding?
The map shows risk. It doesn’t show what actually happened to that house. For that, you need the seller’s disclosure and a few documents.
The Florida flood disclosure. Sellers of residential property have to give you a flood disclosure at or before the time you sign the contract. Since October 1, 2025, it covers any flooding the seller knows damaged the home while they owned it, any flood insurance claims and any flood help they received from any source, including FEMA (Florida Statutes 689.302). Read it before you write the offer, not after.
An elevation certificate, if one exists. It documents the home’s elevation and can help with flood insurance pricing. Ask the seller, then ask the city or county floodplain manager whether one is on file (FloodSmart).
The current flood policy, if the seller has one. Ask what they pay and what zone the policy lists. It gives you a starting point for your own quote.
When Should You Get a Flood Insurance Quote?
Before your inspection period ends, and ideally before you write the offer on a home you’re serious about. Most homeowners policies don’t cover flood. A federal flood policy normally has a 30-day wait before it starts, but there’s no wait when you buy it as part of getting your mortgage (FloodSmart). So line it up with your lender and insurance agent early. Then put the number in your monthly budget with your mortgage, taxes, homeowners insurance, HOA and CDD. If the home is also in a hurricane evacuation zone, it’s worth asking your insurance agent about the wind side of your policy too.

FAQ: Flood Zones and Evacuation Zones in Tampa Bay
Is a flood zone the same as an evacuation zone?
No. A FEMA flood zone shows a home’s flood risk any time of year and affects insurance and lender rules. An evacuation zone is based on hurricane storm surge and tells you when officials may order you to leave. Check both.
Do I need flood insurance in Zone X?
Your lender usually won’t require it in Zone X, but FEMA reports that 29% of flood insurance claims from 2014 to 2024 came from outside high-risk areas. Get a quote and decide with the real number in front of you.
How do I find the flood zone for a Tampa Bay address?
Use the county tool: Hillsborough’s Flood Zone Lookup, Pasco’s Find My Flood Zone or the Pinellas County Flood Map Service Center. FEMA’s Flood Map Service Center has the official federal maps for any address.
Does a Florida seller have to tell me if the house flooded?
Yes. Florida law requires sellers of residential property to give a flood disclosure at or before the contract is signed. It covers known flood damage during their ownership, flood insurance claims and flood assistance they received.
Does Wesley Chapel, Lutz or Riverview flood?
It depends on the exact property, not the community name. Flood zones can change from one street to the next, so look up the specific address and read the seller’s flood disclosure before you offer.
