It depends on the address more than the metro. Typical prices can run a little lower in Tampa Bay, Orlando’s base property tax rate is lower, and average insurance is close between Hillsborough and Orange counties. The biggest swing is flood exposure, which is far more common on the Tampa Bay side. Compare the full monthly cost, not the price.
I hear this one a lot from people moving to Florida. You’ve narrowed it to Central Florida or the Gulf Coast, the two metros are a short drive apart, and the listings look similar on paper. Here’s how the cost of owning actually compares, plus the lifestyle and logistics questions that usually decide it.
How Do Home Prices Compare Between Tampa Bay and Orlando?
They’re closer than most people expect. In September 2026 the single-family median was $419,450 in Hillsborough County (Florida Realtors / STAR) and $432,360 across the Orlando Regional Realtor Association’s Orange and Seminole market (ORRA).
Both markets give you room to negotiate right now. Hillsborough had 4.0 months of supply and Orlando had 5.6. A median is only a midpoint, though. Pasco, Pinellas, Osceola and Lake each have their own price picture, so compare the specific areas you’re considering.
What Should You Compare Besides the Price?
The lines that come with the house every year. I call the full monthly number your Total Outflow: mortgage, property tax, homeowners insurance, flood insurance, and any HOA or CDD. Two homes at the same price can land a few hundred dollars a month apart once those are added. (More on the six ownership cost lines.)
Property Taxes
Florida taxes are set by millage, which is dollars per $1,000 of taxable value. For 2025, unincorporated Hillsborough’s total was 18.2515 and the City of Tampa’s was 19.8428 (Hillsborough County Property Appraiser). Unincorporated Orange started at 16.0858, and the City of Orlando ran 18.0878 to 19.2844 (Orange County Property Appraiser).
So city limits matter as much as the county. If you’ll homestead, your exemption lowers the taxable value in either metro.
Homeowners Insurance
County averages are closer than the headlines suggest. As of March 31, 2026, the average premium including wind was $3,525 in Hillsborough, $2,756 in Pasco and $4,063 in Pinellas, compared with $3,610 in Orange and $3,545 in Seminole (Florida OIR). Those are averages across every home value, not quotes. Your roof age, construction and distance from the water drive your actual number. (See also: what is a hurricane deductible.)
Flood Insurance
This is where the two metros really split. Between Sept 1, 2025 and Aug 31, 2026, Hillsborough, Pinellas and Pasco had about 152,000 NFIP flood policies in force, compared with about 29,000 in Orange, Seminole and Osceola combined (FEMA OpenFEMA).
Cost follows the flood zone. In an X zone, the median policy cost for a primary single-family home was $720 in Hillsborough and $594 in Orange. In an A zone it was $1,723 in Hillsborough and $2,276 in Pinellas, compared with $712 in Orange. If you’ll be insured through Citizens, flood coverage is becoming a requirement at renewal starting Jan 1, 2027 (Citizens), so get a flood quote before you make an offer.
CDDs and HOAs
A Community Development District (CDD) is a special district that pays for roads, water and other infrastructure in many newer communities. Its assessment shows up on your property tax bill. By my count of the state’s special district inventory, Hillsborough has about 98 CDDs and Pasco about 92, while Pinellas has about 2. On the Orlando side, Orange has about 23, Osceola about 56 and Lake about 37. If you’re shopping new construction in either metro, ask for the CDD amount before you write an offer.
What Does a Side-by-Side Example Look Like?
Here’s an estimate for one $450,000 homesteaded single-family home in an unincorporated area, with no HOA or CDD. It leaves out the mortgage so you can see just the yearly add-ons.

In this example the Tampa Bay home runs about $75 a month more in an X zone and about $160 more in an A zone. A lower purchase price can offset that, and a Pinellas address, a city address or a CDD would change it. That’s why I build this math for the actual homes you’re considering.
How Do Commutes and Getting Around Compare?
Both metros have real traffic. In the 2025 INRIX scorecard, eastbound I-4 through Orlando ranked as the fourth busiest corridor in the country, and northbound I-275 in Tampa ranked 20th. In Tampa Bay, the bridges between Pinellas and Hillsborough are a big part of the commute picture. Drive your work route at rush hour before you commit to an area.
How Do the Job Markets Differ?
Orlando leans harder on tourism. About 20% of Orlando-area jobs were in leisure and hospitality in August 2026, compared with about 11% in the Tampa area. Tampa had a larger share in financial activities (9.1% vs 6.1%) and in education and health services (17.0% vs 13.7%) (BLS). If you’re working remotely, this matters less than the monthly cost and the lifestyle.
What About Beaches, Theme Parks and Heat?
Ask yourself what your ideal Saturday looks like. From downtown Tampa, Clearwater Beach and St. Pete Beach are about 40 minutes without traffic. From downtown Orlando, the Atlantic beaches are usually an hour or more, while the theme parks are about half an hour away.
Both are hot. Tampa needs a bit more air conditioning over a year, with 3,928 annual cooling degree days compared with Orlando’s 3,452 (NOAA normals via the Florida Climate Center). Factor that into your electric budget.
FAQ
Is it cheaper to live in Tampa or Orlando? It depends on the specific home. Typical prices can run a little lower in Tampa Bay, Orlando’s base property tax rate is lower, and average insurance is close. Flood zone, city limits and any CDD usually decide which home costs less each month.
Are property taxes higher in Tampa or Orlando? For 2025, unincorporated Hillsborough’s millage was 18.2515 and unincorporated Orange’s started at 16.0858. City of Tampa and City of Orlando rates are both higher than their unincorporated areas, so check the exact address on the property appraiser’s site.
Is homeowners insurance more expensive in Tampa Bay? Not by county average. Hillsborough averaged $3,525 and Orange $3,610 as of March 31, 2026. Pinellas averaged higher at $4,063 and Pasco lower at $2,756. Your own quote depends on the house.
Do I need flood insurance in Tampa Bay? Your lender requires it in a high-risk A or V zone, and Citizens policyholders need it at renewal starting Jan 1, 2027. You can still buy it outside those zones. Check the flood zone and get a quote before you make an offer.
Which has more CDDs, Tampa Bay or Orlando? Hillsborough and Pasco have far more CDDs on the state inventory than Orange or Seminole, while Osceola and Lake also have many. Pinellas has very few. Ask for the CDD amount on any newer community you’re considering.
